Presuming the styles are only defined by a css file, could people not make their own styles that (if approved) could be uploaded for use in the soup?

Go right ahead.

They're defined with a stylesheet and a template file which is plain html with the following content markers in it:

<page_title> (the page title shown in the window caption)
<page_header> (goes inside the header section of the page)
<page_top> (content between the main banner and the rest of the page - rarely used)
<page_login_notice> (The bit that says you're logged in)
<page_nagigation> (The main site navigation links)
<page_ad> (The google ad)
<page_main> (The main page content)
<page_footer> (The bit with the copyright notice etc)
